2021 HOA State Section Lease

The County will begin work soon on the Pass Creek Rd.  The starting point will be just off of the Elk Mountain Highway across from the WYDOT building. County Road and Bridge will be working Monday through Thursday each week. They do not anticipate their work blocking access to Aspen Highlands via Pass Creek. Work is expected to continue through summer and well into the fall. If at some time you are required to access Pass Creek from the Saratoga Highway an update will be posted to the website and Facebook pages.

The annual gravel project will add over $10,000 of gravel to Aspen Highlands Road ( the main entry road). The project should see the gravel laid down in wind rows on or about June 23/25 and graded on the 26th.

Cones will be placed to warn traffic of the rows of material. We are using the same material as last year as it has really stayed in place very well. If we have enough material we will also place a few loads on Wapiti ( the center road) as that road will be next year’s priority.

Please be careful while we are doing this annual maintenance. Remember to tell guests and workers that the 15 MPH keeps our investment on the road. Anything over 20 throws it to the side of the road where it has to be re-graded at additional cost to the Association.

There will be a work day starting at 8:00am on Saturday, September 12th. The meeting will follow at noon at Rogers Park.

We will be performing our 2020 roads maintenance project during the last week of June and the first week of July. Our plan is to place gravel on some sections of our roads and grade all of them during that time.

McMurry Gravel will begin placing material in certain sections of our road network on June 29. The material will be placed as far to one side of a section of road as possible to allow access, Please be careful. We are renting a grader during the Fourth of July weekend to complete the work. While this is a busy weekend, the rental of this machine is 1⁄2 price over the Fourth so we made that decision in order to be good stewards of your money. Please inform your guests to be careful and ask children to be especially watchful on their ATVs. We will be grading as many roads during the weekend as we can so if the road you are using is active, please just detour to another.

Speaking of ATVs, it does little good to spend all the money and effort on the roads if we don’t take care in operating vehicles on them. Please counsel ATV riders not to “drift” and make “donuts” on our roads. It IS fun but does harm to our most expensive asset. And please remind everyone to obey the 15 MPH limit.

We are trying a new type of material this year that is designed to hold up better and save us money over time but please treat our roads like your own because they are!! Finally, at a later date we will be doing a rather extensive repair to Mill Creek where some damage has occurred to the road edge. This project will probably take a couple days and will temporarily close Mill Creek while it is being done but will not isolate anyone’s access to their property. We will inform you when this will take place. This will be mostly a volunteer effort and we’ll need some help.

Roads Committee

As summer draws near and everyone begins to enjoy their property in Aspen Highlands the high usage period of our roads swings into high gear. The Roads Committee has a maintenance program ready to keep our roads in as good shape as possible including another full grading and road base added to certain areas.

This maintenance is problematic unless EVERYONE, owners, children and grandchildren, guests and contractors obey our 15 mile per hour speed limit. That limit serves not only to preserve our infrastructure but also to help to assure the safety of all who travel our roads.

We have added signage to help everyone remember but please take a minute to formally remind all your guests, kids and contractors to obey our limits. If you see someone going too fast or operating a vehicle ( yes folks ATV’s are vehicles too) inappropriately, ask them to slow down. It does work.

The June 2020 meeting has been cancelled.

There’s a Can Am side-by-side stuck in a large drift on Antelope Run between the Loader and the Busch cabin. It is marked with a flag but please be careful in this area! The side-by-side will be removed when the snow thaws enough to get it out.
